These are temporary plates, given to Greek inhabitants who live in countries outside the EU (mostly Greek-Americans), when they're visiting Greece. The owners bring their normal license plates at a customs office, and are given these special ones, which they can use until the month and year stated on the right side of the plate. Upon leaving the country, they bring the special plates back to the customs, and are given back their normal ones.
